The maritime safety and security industries Increasing globalisation is presenting sea transport with new challenges and threats, which are: • Monitoring sea transport to prevent and protect against threats such as terrorist attacks, piracy and illicit trafficking; • Supervising maritime activity to protect marine resources, preserve the environment and provide assistance to people and goods. Against this background, which is provoking the introduction of stronger legislative and regulatory measures as well as increased government action at sea in pursuit of a global approach to maritime and environmental challenges, French manufacturers have developed solutions, systems and equipment specially for these fields. Most of these manufacturers are members of the GICAN Maritime Security, Safety and Environment Committee.

Automatic Sea Vision® (ASV) develops innovative software solutions dedicated to maritime security and safety for any type and size of ships as well as for harbour protection, critical infrastructures and sea borders.
Founded in 1982, HGH Infrared Systems designs, develops, assembles and sells complete optronic systems for security, industrial and civil applications. HGH established itself as an int ernat ional re ference for infrared technology innovation through the development of its award-winning real-time 360 degree infrared camera, the Vigiscan (2008 Product of the year from Photonics Tech Briefs, 2010 Innovation Prize from the EuroNaval Committee, 2011 Kummerman award from the French Academy of Marine, 2012 GovSec Platinum Award).
Lacroix is a recognized French expert in pyrotechnic systems and related services. In the naval field, the company provides solutions for naval platforms self-protection against all types of naval threats, malevolent acts, piracy and drug traffickers, during navigation, mooring and while docked at port. The product range offers a wide variety of effects enabling a graduated response adapted to the various situations encountered and its system can be used in stand-alone mode or interfaced with detection and/or designation means.
Since 1990, MOBILIS designs and manufactures sea and river aids to navigation equipment. All the products are made in France and sold to the worldwide with 80% of the production exported. MOBILIS wants to create a relationship with its customers over the "long term" with the will of providing products of high quality. In 2011, MOBILIS has invested to get its own factory and controls now all its production. MOBILIS proposes a wide range of products (floating beaconing, fixed beaconing, mooring buoys, pipe floats…). Besides, the new range of data buoys represents a bigger part of its sales in order to respond to the growing demands. In 2011, MOBILIS’ turnover reached 10.4 million of euros.
OCEANPLUS design and manufacture products for marine safety: man overboard device, fenders, buoys. These devises are made of PCV and foam. Its products equip vessels of all types: rescue boats, French navy ships, fishing boats, sailing boats, yachts. All the products are made in France.
Present across the globe via the Safran group’s international network, Sagem has designed and developed comprehensive self-protection systems adapted to all types of threats and vessels, military or civilian, covering navigation, warning, surveillance, reconnaissance, engagement and self-defense requirements. In particular, Sagem offers a complete and modular range of solutions dedicated to ship and port safety and security: infrared surveillance system, remotely controlled dazzler and water cannon. Its technologies are used on more than 350 surface vessels and submarines deployed by 31 navies worldwide.
After, being Laureateof the contest for innovative entrepreneurship setting up by the Ministry of Research and several years of R&D as well as field experiment, a new product for man over board was born. This system named "Divansi MOB" is used to trigger an Alarm, give a GPS position in real time on an intuitive interface of the person fold at sea. A quick answer matched to working conditions on board s h i p s . T h i s product meets the regulatory r equi r ement s of mercant ile marine.
Created in 1989 near Toulon, SOFRESUD is a high tech SME specialized in embedded systems and naval engineering. Initially focused on National Defense activities with the development of the Quick Pointing Device (QPD), an advanced target designation system which ensures last resort protection of military ships, SOFRESUD at present uses its know-how in study and development of complex technical systems to propose innovative systems dedicated to maritime security of civil naval platforms.

YD OUEST design and manufacture BSM (Multifunction Safety Station) aimed at securing marinas, seashores and rivers. This concept gathers pieces of emergency and rescue equipment into the same location (new generation lifebuoy Silzig®, pontoon deployable ladder, emergency telephone GSM completely autonomous, display safety, fire extinguisher). The exclamation mark design and the orange color ensure an optimal visibility. All the products are made in France.

 Specialized in the seafearing in high risk area, 3-S Group Safety & Security Solutions combine technical and technological savoir-faire of its experts in order to operate in the following fields: • Maritime risk protection, • Supply of maritime support. 3-S offers the full spectrum of maritime security and safety support services for all kinds of boats and offshore facilities in hazardous areas (war area, piracy around Africa: Gulf of Guinea, Gulf of Aden, etc.). 3-S deploys crew, boats (chartering and sale) and technical support for: surveillance (illicit trades & immigration), training, diving, R&D, demo, etc.
A leader in maritime and port security for nearly 9 years in France and Morocco (turnover of 2.6 million Euros in 2011), SURTYMAR Agency provides ISPS compliance and security engineering for ports, port facilities and ships in France and abroad. ISO 9001 certified by LRQA, SURTYMAR Agency is a Recognised Security Organisation (RSO) and an official Maritime Security Training Centre (CFM) approved by "Affaires Maritimes" for maritime and port security. In addition, for more than 8 years the SURTYMAR Agency has operated services providing specialised operational security personnel for ships and port "Oil & Gas" facilities for international companies.
An association specialising in research and professional instruction in survival techniques, the CEPS provides a range of training courses.
Established in 2011, FRANCE MEDIA MARINE offers tools designed to assist with safety awareness raising for use aboard merchant navy ships, by port facilities, and by large architectural complexes. Its core business activity is the production of training films, which are made using digital imaging and which feature animated representations of the relevant ships and facilities. The company brings together a diversity of skills and aims to improve the impact of announcements on firefighting and evacuation operations, a field in which FRANCE MEDIA MARINE currently has a worldwide monopoly.
GEOS is the leading risk management provider in continental Europe. Drawing from 15 years experience, the group delivers services and support to both companies and institutions who wish to grow their business and develop their activities abroad, in particular in hostile environment. Both as a "Recognized Security Organization" for implementing the ISPS worldwide and Master for designing/operating security systems offshore and aboard ships, GEOS endeavours to support the French maritime economy and promote a specific French approach to maritime and port security worldwide.
The French Institute of Navigation (IFN) is the French association formed by various actors and people working in the field of navigation or interested in it. IFN is contributing to prospective studies, in relation with industry (including service providers) and with the official French and international organisations in the field. A special effort is made on "e-Navigation" which is expected to use the most modern techniques in order to improve the safety and security of maritime navigation. IFN publishes a quarterly magazine, "Navigation".
Kargus Sea Interconnection (KSI) is a consulting firm created by former Navy officers in 2005. KSI provides the appropriate answers to the challenges encountered by maritime activities. KSI is an IMO recognized security organization and a certified training centre. Its scope of intervention covers all the aspects of maritime and port security (ISPS), and the state action at sea. KSI operates globally, delivering security solution to clients such as Bolloré and EDF. KSI operates in compliance with IMO recommendations, and we developed a partnership with the European Maritime Training Center. KSI also trains armed security personnel embarked onboard vessels sailing through high-risk areas.
A consulting company specialising in transportation. Since 2005 its maritime security department, one of the leaders in France, has conducted security studies in relation with ISPS Code conformity for more than 25 ports and 60 port facilities in France and abroad. Since 2009 its consultants have assisted companies to obtain certification by Customs as an Authorised Economic Operator (AEO).

Prorisk International is a maritime security private company. Signatory to the International Code of Conduct (ICOC), the company is headed by former French Navy officers. The company provides to its clients its competence, expertise and experience in order to suit their needs in the fields of maritime and port security, and maritime surveillance. Prorisk International provides armed personnel onboard vessels. They all have a military background, are carefully selected and highly trained in order to guarantee their professionalism. They are supervised by a former French Navy Commando. Both their military experience and their maritime security expertise offer high quality advice to the ship’s captain.
SECURYMIND is a consulting firm in security strategies, dedicated to the protection of property, people and projects, both in the public and the private sectors. Since 2009, SECURYMIND has been developing its Maritime Department relying on complementary internal competences, and is a Recognised Security Organisation (RSO) by the French Ministry in charge of the sea and transportation within the framework of the ISPS code implementation. SECURYMIND performs missions of consultancy, evaluation and training (ISPS awareness training sessions, PFSO training...). Since 2012, SECURYMIND established a partnership with Bureau Veritas to deliver the reference of private maritime security companies proposing ship’s protection against piracy.
A maritime security company, founded by a team of former members of the French armed forces, which specialises in providing Onboard Security Teams (OST) for ships, anti-piracy measures and protection for private yachts.
Other state organisations selling French solutions abroad
The mission of DCI - NAVFCO, naval component of the Defense Conseil International group, is to transfer French Navy know-how to friendly foreign naval forces. DCI – NAVFCO provides a wide range of tailored training - in French and in English - in the following fields: • academic Training of military naval officers and engineers, • maritime and operational training: navigation and safety/security, conduct of operations in all warfare fields, • technical training: In-service support and operational logistics, • operational training for surface vessels, submarine and aircraft crews, coast guards and Special Forces. With its unique experience acquired over nearly 30 years, DCI – NAFVCO continuously adapts its services, stamped with the "French armed forces" label, to the requirements and specificities of the naval forces of friendly countries.
ODAS was set up at the request of the French government to promote international sales of defence, security and other advanced technology products and services.
